As Europe navigates an increasingly complex digital landscape, the need for coordinated action across member states has never been more urgent. The Netherlands has developed a compelling response to this challenge through the Online Trust Coalition (OTC), a pioneering public-private initiative that offers practical solutions to some of our most pressing digital governance challenges.
In an era where digital transformation is accelerating across all sectors, European organizations face mounting pressure to comply with an ever-expanding array of regulations—from NIS2 and DORA to the AI Act and GDPR. Yet too often, these compliance efforts remain fragmented, creating unnecessary administrative burdens that particularly impact SMEs while potentially compromising the very resilience and trust they aim to protect.
The Dutch non-paper we’re sharing today presents three concrete instruments that address these challenges head-on. These tools—the International Digital Reporting Standards (IDRS), the Holistic Data Model (HDM), and a comprehensive overview of key EU digital legislation—represent more than theoretical frameworks. They are battle-tested solutions already in practical use, developed through genuine collaboration between government, industry, and civil society stakeholders.
The Netherlands isn’t proposing these solutions as definitive answers, but as catalysts for deeper European cooperation. The invitation is clear: explore these instruments, engage in dialogue, and help shape a more harmonized approach to digital accountability acros
